The Akkuyu Nuclear Power Plant Project is Turkey's first nuclear power program, built and financed under a build-own-operate model by Russia's state nuclear company Rosatom following an intergovernmental agreement signed in 2010. Construction of the first of four VVER-1200 reactor units began in 2018, with subsequent units following in later stages, making Akkuyu the first nuclear plant built abroad entirely under Rosatom ownership and financing rather than a conventional contractor arrangement. The project marked a significant expansion of Russian nuclear technology exports and a major step in Turkey's effort to diversify its heavily import-dependent energy supply.
